Morgan and Morecambe Offshore Windfarms Transmission Assets development, located in the Irish Sea

The Department of Housing, Local Government and Heritage hereby gives notice, pursuant to Article 132 of the Planning and Development Regulations 2001-2024 and in accordance with the 1991 United Nations Economic Commission for Europe Convention on Environmental Impact Assessment in a Transboundary Context ("the Espoo Convention"), of a transboundary consultation regarding:

Morgan and Morecambe Offshore Windfarms Transmission Assets Development, UK

The proposed development consists of the following:

  • Construction, operation, maintenance and decommissioning of transmission assets required to export electricity from:

    • Morgan Offshore Wind Project

    • Morecambe Offshore Windfarm

  • Shared offshore and onshore export cable corridors

  • Connection to the National Grid at Penwortham, Lancashire

In accordance with transboundary screening conducted by the United Kingdom's Secretary of State, potential transboundary environmental impacts on Ireland have been identified in relation to:

  • Commercial fishing

  • Marine mammals

  • Shipping and navigation

Following acceptance of the planning application on 15th January 2025, the United Kingdom's Planning Inspectorate (PINS) has invited Ireland to participate in this transboundary EIA consultation.

Plans and Particulars of the proposed development are available to view by visiting the Dublin City Council Website Portal. Alternatively, the documentation will be available for inspection or purchase (at a fee not exceeding the reasonable cost of making a copy) during office hours at the office of each local authority nationwide from 28th February 2025 to 11th April 2025, inclusive.

Please note that the Department of Housing, Local Government and Heritage will not accept submissions or observations in relation to this project. All submissions must be made directly to the UK Planning Inspectorate.
