Applicant: Dublin City Council – Housing and Community Services Department
Location: Lands at Cherry Orchard, Dublin 10, bounded to the north by Cherry Orchard Hospital and to the south by Cherry Orchard Football Club and Cherry Orchard Green.

Description of the Proposal

In accordance with the Planning and Development Regulations 2001 (as amended), notice is hereby given of a proposed road infrastructure project that will link a previously granted residential development (Ref: 4313/22 – comprising 172 dwellings) to Ballyfermot Road. The proposed works include:

  • Construction of a Link Road (0.279 hectares in area), extending from the frontage of the granted development to Ballyfermot Road via an existing unnamed road east of Cherry Orchard Hospital and HSE St. Loman’s Nursing Home.

  • Associated works including:

    • Footpaths and cycle paths

    • Nature-based/Sustainable Urban Drainage Systems (SUDS)

    • Surface water drainage and attenuation

    • Services and utilities

    • Public lighting

    • Pedestrian crossing and traffic calming measures

  • Provision of 2 no. accessible parking spaces south of the proposed link road section.

  • Gated vehicular and pedestrian access to the grounds of Cherry Orchard Football Club from the north-east corner of the proposed road section.

  • Removal and realignment of boundary fences, including the removal of existing palisade fencing and gateways, and appropriate treatment of boundaries adjacent to HSE lands at St. Loman’s Nursing Home to enable the road connection.

Environmental and Appropriate Assessment Screening

In line with Article 6(3) of the Habitats Directive (92/43/EEC) and the Environmental Impact Assessment (EIA) Directive 2011/92/EU (as amended by 2014/52/EU), the Planning Authority has carried out appropriate screening procedures and concluded:

  • (a) The proposed development, individually or in combination with other plans or projects, is not likely to have a significant effect on any European site. A Stage 2 Appropriate Assessment is not required.

  • (b) The proposed development is not likely to have significant effects on the environment, does not fall within classes of development under Schedule 5, and therefore does not require an Environmental Impact Assessment Report (EIAR).

Any person may apply to An Bord Pleanála within four weeks from the date of this notice for a determination as to whether the development would be likely to have significant environmental effects.

Inspection of Plans and Particulars

Plans and particulars of the proposed development will be available for inspection or purchase (at a fee not exceeding the reasonable cost of copying) for a period of four weeks from 17 June 2025 at the following locations, during public opening hours:
